Police & Public Safety
Over the past decade, Keizer has transformed its police force with full staffing, advanced technology like body cams and park cameras, and new programs for youth and school safety. The city has improved livability by enforcing laws on fireworks, leash rules, and curbing gunfire threats. Keizer remains one of Oregon’s safest cities.
According to an article published in June of this year, Keizer is among top 10 safest cities in Oregon.
Economic Development
Ten years ago, Keizer struggled with foreclosures and stalled developments. Today, Keizer Station thrives with major employers, new businesses, revitalized River Road zoning, expanded housing options, and completed transportation projects, positioning the city for continued growth and success. Has helped secure $11.3M in Federal transportation grants.
Parks
Ten years ago, Keizer’s parks faced budget constraints, aging equipment, and limited resources. Today, a $4/month fee funds park maintenance, new playgrounds, rebuilt sports courts, and matching grants. Updated master plans and community involvement have revitalized Keizer’s parks and future projects.
Fiscal Management & Resources
Ten years ago, Keizer struggled with unfunded state mandates, recession impacts, and rising service costs. Today, Keizer’s financial stability has improved with new fees, strategic fund allocation, and ongoing community-based financial planning. The city successfully navigated the pandemic, stabilized essential services, and supports local businesses and tourism growth.

Cathy Clark envisions a Keizer where every resident thrives. She is working with all Keizer residents and businesses to build a city that we can be proud of, provide a safe community, and create a vibrant future.
Her leadership focuses on creating a community with robust economic opportunities, excellent public services, and a commitment to sustainability. Sound, transparent and accountable fiscal management has kept Keizer able to contain costs and make every dollar entrusted to the city work to produce high value to our community. By fostering collaboration and innovation, Cathy aims to make Keizer a model city that others aspire to emulate.
